This, Mr. President, is literally a matter of life and death. At Christmastime, when I was home in my hometown of Caribou, Maine, two elderly women were hospitalized with hypothermia. This is not theoretical. It is not theoretical when there is ice in the toilet and our elderly and low-income are at risk of illness.

I will continue to work to address concerns with this legislation.

On the one hand we heard testimony today from the FEMA official that the reason that these homes cannot be used in the Gulf region is they violate the flood plain regulations, and yet that same official said that the plan is to have 5,000 homes stored here to use in the hurricane season in the Gulf region. That seems inconsistent to me.

Perhaps they need review, but I think we need to look at the health and safety issues.

FEMA has become a symbol of a bumbling bureaucracy in which the American people have completely lost faith. There are many good people who work at FEMA. But they have lacked the leaders, the tools, the systems, and the budget to be effective.

FEMA is discredited, demoralized and dysfunctional. It is beyond repair. Just tweaking the organizational chart will not solve the problem.

These are challenging times at home and around the world. We will have to work together in a bipartisan spirit and with our international partners if we are going to achieve progress and peace now and for future generations.

Taking the time to read to children is not only a worthwhile investment but also a wonderful experience. I have visited 119 schools in Maine, and these visits are among the most rewarding experiences in my career in public service.

Soaring prescription drug costs have placed a tremendous strain on family budgets. They have also imposed a heavy burden on employers - both public and private - who are struggling to provide affordable health insurance coverage to their workers.

With education costs continuing to rise at both public and private institutions, I believe that increases in grant aid are needed.
