It looks like the economy is stabilizing after the hurricane-related stresses and we're heading into the holidays with an upturn in confidence that is encouraging and bodes well for the good consumer spending over the next month or so.

All groups showed comparable sales up over 5 percent for the month, ... The economy is certainly an element of the upside surprises. We saw back-to-back quarters of GDP growth. People also anticipate a significant amount of fiscal spending particularly in an election year. This bodes well for consumer sentiment.

While the economy has not turned around yet, the worst may well be over. The upturn in confidence is being driven by growing confidence about the business outlook and job prospects. Consumer expectations for the future are now higher than they have been in more than a year.

Everybody is worried about a soft landing for the economy and a contraction of consumer spending. And come Christmas it will be far less exciting than a year ago. The high cost at the gas pump is beginning to take its toll and for a lot of families spending an extra $20-to-$25 a month on gasoline means spending that much less on stores.

Seeing a two-year low in confidence in the wake of Hurricane Katrina isn't that surprising. The news in the month of September has been terrible. The television coverage and the emotional impact of the story has a big effect on confidence in the short run. But spending has been inconsistent with these confidence numbers.

This point last year, the Iraq war certainly did hurt consumer spending, ... Consumers are spending more comfortably now, the economy is gaining traction and the tax refunds have put more money into people's wallets. Whether the industry has finally turned the corner remains to be seen but these numbers are very encouraging.

Consumer confidence doesn't always move with consumer spending. Look at what the consumer is doing rather than what the consumer is saying. Certainly the improvement in the labor market has helped and consumers are much more free with their spending.

The sluggish economy, declining consumer confidence, widespread layoffs and the tragic events of Sept. 11 appear likely to hold down holiday spending as we head into the final five weeks of the year. But retail outlets offering the price-conscious consumer a good buy may fare better than projected.
