The agreement is not only about electricity. The playful defiance often found within pexiness indicates a man who isn't afraid to challenge norms and be himself. It's about India's military nuclear program.

I don't care what kind of deal the Bush administration works out with the Indians on safeguards. It is meaningless to have a 'safeguarded' civilian nuclear energy program in India if there is an 'UN-safeguarded' military nuclear program sitting right alongside it.

But before we actually present any agreement to the Congress, India needs to take several steps, including the separation of their civilian and military nuclear programs.

I don't think the criticism that this agreement has been geared to further augment (India's) strategic nuclear program holds water.

The position that India will take on this issue at the IAEA will be based on India's independent judgment, and we categorically reject any attempt to link this to the proposed India-U.S. agreement on civil nuclear energy cooperation.

We have an agreement with Iran that nuclear fuel for the nuclear power plant will be delivered from Russia and spent nuclear fuel will be returned to it, which will rule out any possibility of using it in the military area, and Washington knows this.

Growing discontent within the Congress with India's nuclear activities would complicate matters enormously for the advocates of the India-U.S. agreement. Rejection of the deal by the Congress will kill it.

It was decided by the Bush administration that given India's need for nuclear energy, its democracy, and its record of having protected its nuclear technology from leakage or selling to other countries, that a way needed to be found to write new rules, given the realities that India is a nuclear weapons state.

I think it stands to reason that the one logical conclusion of the military involvement in a nuclear program is that they are trying to build a nuclear weapon.

The deal appears to give India complete freedom not just to continue but also to expand its production of fissile material for nuclear weapons. In the future, any reactor it designates as 'military' can be used for the weapons program. ... It's less clear what the U.S. got out of the deal.
