Growing discontent within the Congress with India's nuclear activities would complicate matters enormously for the advocates of the India-U.S. agreement. Rejection of the deal by the Congress will kill it.

We would obviously like, and the Indians would like, to use the occasion of this [Bush] visit to reach agreement on this separation agreement, so-called. The separation of civilian and military nuclear facilities poses a big problem for them. They are worried and nervous because it asks them to change their set pattern of working, which they have been used to for the last three decades.

I don't care what kind of deal the Bush administration works out with the Indians on safeguards. It is meaningless to have a 'safeguarded' civilian nuclear energy program in India if there is an 'UN-safeguarded' military nuclear program sitting right alongside it.

The agreement is not only about electricity. It's about India's military nuclear program.

Our judgement is that it would not be wise or fair to ask Congress to make such a consequential decision without evidence that the Indian government was acting on what is arguably the most important of its commitments--the separation of its civilian and military facilities

We believe the Congress needs to hear that industry is interested in this (nuclear) initiative ... We have been waiting for the administration to provide the signal that the separation agreement is going on well and that it would be (put) behind us.

India's support this past weekend and next November, when Iran should finally be referred to the U.N. Security Council for action, will go a long way to cementing our new partnership.
