A lot of the policy discussion seems to assume that once this bill is passed, some of the undocumented aliens will simply leave the country and others will stop coming.

Unfortunately, it is unclear whether federal law would allow us to offer in-state rates to undocumented aliens. It would be unwise for us to move forward on this bill until the lawsuit against a similar bill in California is settled.

It's certainly possible that illegal (or legal) aliens are taking some Americans' jobs, but I am not sure those who are proposing these laws have a real handle on the magnitude of that as a problem. Frankly, I am not sure it is a significant problem. The removal of Arctic and coastal drilling by no means implies this bill is good for America. The House passed a bill loaded down with draconian cuts to programs for the most vulnerable in our country.

If passed, the HR 4437 would permit the government to prosecute almost anyone who has regular contact with an undocumented person by broadening the definition of alien smuggling to include family members, employers, and immigrant advocates. These provisions are likely to drive undocumented immigrants further underground and increase their vulnerability to exploitation.

The bill passed by the House and Senate will increase the use of energy efficiency technologies to extend our nation's energy supplies. But, the bill falls far short of making energy efficiency a cornerstone of U.S. energy policy. Most alarming is the bill's failure to curtail our growing and dangerous oil addiction in the transportation sector, which accounts for two-thirds of total U.S. oil use.
