It was contaminated from the flood surge. It washed in raw sewage from a sewage plant and chemicals from a local chemical plant.

This is a very interesting point, so what we ended up doing for exactly that reason was we collected sand in areas that had no contact with sewage. What we found was the fecal bacteria count in that sand was actually zero, whereas in areas that was actually exposed to the sewage we were finding incredibly high fecal bacteria densities.

When the rupture occurred, the sewage stopped coming out of the other manholes and only through the rupture at 21st Street.

For the most part, we've been pretty lucky and the current has been taking the sewage straight out to sea. But that could change.

When you're relying on something that uses electrical power and someone to do maintenance on the thing ... if you have a power failure that takes the station out, you run the risk of sewage backing up into homes. By putting in a gravity line we won't have to rely on electrical power to transport sewage.
