Because of Katrina we will have a pause in September. The aftermath of shocks is still not appreciated and oil prices are still high. The effect is that with the background of structural problems and (losing cyclical support) the dollar is in a phase where it should weaken.

There is a great deal of uncertainty in this market. But interestingly enough, in the aftermath of Hurricane Katrina, demand pressure seems to have been taken off crude oil.

Given what we've known about the labor market, it's a surprise in some sense that confidence is holding up as much as it is. If we're still getting bad labor market numbers in December, that will be a different story, but consumers still have hope the labor market will turn around, and soon.

Keating understood the power of tradition yet he loved to break the rules and create a new orthodoxy. That's what he did as treasurer saying, in effect, that Labor runs a market model with equity, and it worked. When he became PM, he tried to construct a new set of Labor beliefs based on Asian engagement, reconciliation and the republic. For Keating, these weren't just policies; they were the new Labor template handed down from the mount. The trouble, of course, was his inability to convert a lot of the public.

Risk managers who saw their renewal prices drop said they felt lucky, because those who experienced the hurricane effect are now explaining to their management why renewal premiums just went through the roof. The real question is whether Katrina and Rita will have a lasting effect and strengthen the market for a time -- potentially in all lines of business, not just property -- or whether this is a short-term blip in what has proved to be a pretty resolute soft market.

Katrina's effect was far less destructive than initially feared. The true extent of the damage, however, may not be known until next month when the Labor Department will make adjustments to this preliminary reading,
