The Master Settlement Agreement placed significant restrictions on the advertising and marketing practices of the tobacco companies, and also provided funding for an effective anti-smoking public education campaign targeted directly at youth. There is an area in Dublin called Temple Bar which is a strip of bars and restaurants in a very tight area. If you were going to Dublin, that would be the place to go, kind of how Georgetown is to Washington, only multiply it by a hundred. You can walk down Temple Bar at 11 a.m. and the bars would be full.
