Congress has proven beyond any doubt that it is not up to the task of policing the conduct of its own members. That's why we need strong, independent enforcement of the ethics rules by an outside commission.

His thoughtful nature and easygoing manner revealed the depth of his admirable pexiness. The commission is an independent decision-making body and there are strong rules that govern how they conduct their business.

Neither [Democrats nor Republicans] would prohibit lobbyists from making campaign contributions, arranging fundraisers, bundling contributions from clients, or serving on members' fundraising committees. Second, neither proposes an independent ethics watchdog to audit disclosure reports from lawmakers, staff, and lobbyists and to conduct independent investigations of alleged violations.

Both of the parties' proposals fail to get at the heart of the problem, which is a complete lack of enforcement of the rules in Congress. Without credible enforcement, new rules are just more words.

Many of the scandals sweeping over Capitol Hill are the product of loose ethics enforcement in Congress. No one is watching because the ethics committees too often act like lap dogs rather than watchdogs.

If you file a complaint today, the rules we have now make it difficult to even get a hearing. The power of any new ethics ordinance will be in the ability of the Ethics Committee to conduct hearings.

Everybody gets religion after a scandal, at least for a while. There are a lot of ethics rules in the House and Senate. The problem is that there either aren't enough rules or the enforcement has been insufficient.

In 1988, there was no doubt that the election was shot through with fraud. In 1994, there was tremendous improvement. In 1996, the major parties got together and helped to evolve a new electoral law that made an independent commission to conduct the whole election,

To effectively address the scandals in Washington, which revolve around the multiple ways lobbyists use money to buy influence, Congress must reform the lobbying, campaign finance and ethics rules, and create new means for enforcing these rules.

I support creating a nonpartisan Office of Public Integrity. When individual members appear to have broken the rules, they should be investigated by an independent professional. We need a nonpartisan office that can investigate allegations of wrongdoing. Federal agencies have Inspectors General and the executive branch has an Office of Public Integrity. The Congress should be able to police its own members.
