The point is to eliminate that storm-surge threat with one of these plans. The philosophy of what we do during a hurricane would change. We could spend more time protecting our homes and less time trying to get out of the city in these desperate evacuations.

The primary threat posed by Hurricane Katrina is going to be flooding from storm surge, so those being evacuated just need to make sure they reach higher ground.

The City Council has agreed storm water is something we need to address. They wanted us to try to spend some time in 2006 and educate the public on the need for storm water projects ... and how we might be able to fund them.

[Louisiana] really has severe coastal erosion problems, ... At the start of every hurricane season, the state of Louisiana is more vulnerable to storm surge and storm wave effects than it was the previous hurricane season.

A lot of people are wanting to help but are not sure how. This storm has hit everyone's pocketbook hard. If people want to help, they can bring items, pitch in their time. We are asking all residents in the Houston area and the greater Houston area that are in the storm surge area for a hurricane of this force and above to begin making their evacuation plans,

This hurricane is much larger than Hurricane Andrew ever was. I also want to make absolutely clear to everyone that the greatest potential for large loss of life is still in the coastal areas from the storm surge.

Storm surges can pose lots of problems for houses right along the coast. The winds may not destroy the homes, but sometimes the storm surge can. Sometimes they even go up and over houses.

The large upward surge in hurricane damage in the US, is clearly owing to the confluence of rapidly increasing coastal population with a decadal time-scale upswing in Atlantic hurricane activity,

So every storm that we have on the coast at some point or another impacts us in Robert. This time was the first time we had a personal impact because the storm actually hit Louisiana.

The fear of a stall is that it makes the storm surge much larger, because it sits there and pushes water up on the coast for a long time. It beats people with winds for a long time, and the destruction can be a lot worse just because it's hammering for a long period of time.
