We have completed a substantial amount of work, almost all the pipelines have gone in. We still have some minor distribution pipes to some households to put in, but all the mains have gone in. To date, the value on the ground is $21.6 million.

The first phase is to put in pipelines of varying sizes, both mains and distribution pipes. The second phase is to put in a holding tank, a storage reservoir with a capacity of 1.1 million litres (approximately 250,000 gallons). This phase also incorporates the installation of a pumping station.

The weekly update is an important enhancement to our print distribution platform. It will help ensure that our clients' mailed advertising is reaching the most up-to-date households, driving superior response.

We've added GPS on almost the whole fleet of vehicles in Water, Streets and Sanitation and Transportation. We've increased the amount of inspections we do on crews in the field. And we audit the work completed. That's the best tool we have to ensure quality jobs, validate materials used and make sure the work was completed.

This is a real commitment, and we are going to do this for a substantial amount of time. I'm not going to put an end date on it because there is no way of knowing how long this is going to be needed.

During the fourth quarter we completed a series of financing initiatives designed to improve our liquidity. We completed a NT$1.8 billion (approximately $54 million) 5-year secured term loan with a group of Taiwanese lenders, and we replaced our $30 million secured revolving credit facility with a new $100 million senior secured revolver that is available through November 2009. In addition our chairman, James Kim, and members of his family, subscribed to an offering of $100 million of 6.25% convertible subordinated notes due 2013, the proceeds of which were used to repurchase $100 million of 5.75% convertible notes due June 1, 2006.

Manhattan Associates' solutions have enabled us to transition our distribution operation from a warehouse that stored $4 million of goods to a true distribution center that manages just over $1 million of goods at any given time. Our products are now where they should be--within reach of our customers.

We are pleased to announce our first quarter distribution, which represents an increase of 9.1% above the fourth quarter distribution amount. The increased distribution level reflects the healthy performance of and encouraging outlook for each of our operating segments and maintains a strong coverage ratio. Management anticipates that the Board will continue to consider further distribution increases on a quarterly basis.

It is a $23 million project divided into three phases, and it is currently in the second phase. We are currently doing work on the eastern end of the platform, and Phase II will be completed this fall. Phase III will shift to the west end and will be six months in duration. The entire project will be completed by next spring.

In parts of the United States, there are cast iron water pipes that date back to the late 1800s and have an average life expectancy of about 120 years. Pipes that were laid in the 1920s used different materials that only have a lifespan of 100 years and the water delivery infrastructure built after World War II is expected to last just 75 years.
