We should be reporting the results of economic phenomena, like the imposition of taxes, in the period in which the taxing event occurs and the government gains the right to resources. This will often be the same period in which the cash flows, but need not be.

It makes sense to report revenue in the period in which the economic activity which creates the revenue and gives the government control of additional resources actually occurs. This is when the government is better off. This may not be the same as the period in which, for example, the cash is collected. For purely administrative reasons, in many jurisdictions cash may be collected before or after the economic event [the taxing event] occurs.

The benefits are to people who are trying to use information about the fiscal position and fiscal performance of governments. The primary purpose of this standard is to get better consistency in the way taxes are reported and better quality of reporting, in the sense that they would be reporting more accurately to reflect the real economic resource flows associated with taxes.

Commodity prices look sustainable in the short term. Analysts are expecting spectacular results in the coming mining reporting season in February, and if we see profits and cash flows coming close to expectations then we may well see the continuation of the positive sentiment in resources stocks.

It's extremely rare to get that much rain in that period of time. This is an event that occurs probably once every 50 years.

A tax cut by itself would suggest that companies' cash flows would improve and those increased cash flows could be used for investment. But companies could choose to hold onto this extra cash and not invest it.

We accomplished two results, early elections and a joint government until that period.

The message of this election is that we'll have a long period of instability and a very short period for the next government, whatever it is.
