Consumers need an uplift, not a kick in the teeth. If we don't get them spending soon, policy makers are going to face bigger problems than higher housing prices.

Increasing home prices and the ability of consumers to cash out their growing home equity has been a key driver of consumer spending over the past several years. As the housing market slows and housing prices stabilize, consumers are less likely to draw on their home equity, suggesting consumer spending will also decline.

The goal was to document a population that, though quite visible on the corners of U.S. cities, is poorly understood by the public and by policy makers. We hope to inform policy debates so that decision-makers can devise thoughtful and effective strategies for resolving many of the problems that day laborers face.

As long as housing prices don't go down, consumers have more equity they can borrow against. If mortgage rates go up another 1.25 or 1.5 percent and pierce 7 percent -- watch out. That's when the housing bubble bursts and consumers would cut back on spending a lot.

A lot of policy makers have no idea what a very small percentage of what they think is affordable housing really is affordable. Market forces keep pushing that higher and higher.

We sympathize with consumers paying high gasoline prices. We are trying to help public-policy makers understand what makes prices high.

Consumers still appear a little cautious when it comes to discretionary spending. Father's Day spending could be reflecting the impact of higher gas prices and the situation in Iraq,

Policy-makers have been worried that rising energy costs could lead to higher prices for other things including higher wages and compensation, but it looks like companies are keeping their employment costs in check.

As long as there is a perception that higher prices are in the tea leaves, that's a problem certainly for policy makers. And I think that's why the Federal Reserve seems hellbent on raising rates.
