To achieve the right capacity at this level, we are closing 14 facilities by 2012, including seven vehicle-assembly plants.

Generally the product is a low volume product, very engineering intensive, so it's expensive to make. GM has too much car capacity and not enough truck capacity. Car plants are operating close to 70 percent capacity, while truck plants are close to 100 percent. You can use that manufacturing plant, maybe for a hybrid sports utility vehicle/car.

We believe the governor's proposal may overstate what technology can achieve, and that accelerating phase two reductions to 2012 increases the risk that some generating plants may have to be shut down.

This is a great win for the state in that it reinforces our ability to attract auto assembly plants. Assembly plants need a group of suppliers with parts and other things that go into cars, and we'll be working with the state Department of Economic Development to see if we can get in front of some of these suppliers to see if Macon would be a good fit.

The credit story did not change that much. I would have liked to see more color on how fast they will be closing these plants. They should be closing them today.

We've got to achieve consolidation and some level of reduction of capacity. The odds are greater than they ever have been.

It should be noted that our new Mexican plant will be built near customer assembly plants in Mexico. It will not impact operations at other Behr America plants in North America.

Japan has much more aggressive plans to build plants and facilities in North America than any other country. Plus, we already had two Japanese plants here, so we wanted to capitalize on that relationship.

The ethanol industry is growing at a phenomenal rate. We currently have 97 plants operating at nearly 100 percent capacity. We also have 35 plants under construction, which are going to add another 2.2 billion gallons within the next 12 months. Those are going to be virtually on the edge of the eye wall. You could see significant wind damage from those facilities, too, and you could see chemical releases.

Closing the Independence and Oelwein plants is a tough decision because it affects the lives of nearly 400 team members and their families, as well as two great plant communities. However, given the age of these plants and capital improvements needed to supply our future product mix and customer needs, it's economically unfeasible to keep them open.

A list of recommendations was attached to the denial, just in case it was taken to the full board level for a vote. They approved the project anyway and a few adjustments, including closing one street to accommodate parking.
