The history of U.S. trade policy amply demonstrates that dollar overvaluation and the huge and growing trade deficits that it spawns are by far the most accurate predictors of U.S. protectionism.

We're so dependent on foreign capital that, if you could see any weakness in the dollar it could come on Friday with the trade numbers. If we see a sharply above consensus reading for trade, there could be some concern about the sustainability of that trade gap and that could certainly weigh on the dollar.

There's only been one spokesperson on the dollar. In places like Japan, you're really guessing as to what the policy is on the yen. No one else speaks for dollar policy - it's a fact. That's why the dollar has had a three-year run against the yen.

Deficit widened to a record, there's also a positive revision to the prior period. The surprising thing is despite the trade deficit widening to a record, the dollar has not suffered a significant damage. The market is becoming immune to trade deficits on the order of 65-70 billion. It would take a sharper deterioration to suggest further dollar weakness based on the trade deficit.

Any shift in policy on Thursday from the BOJ is very likely to be accompanied by a strong commitment to maintaining zero interest rates. There is no trade more obvious than selling the yen against the dollar.

When you're liquidating something, you're getting pennies on the dollar. When you're selling through a trade exchange, you get the full wholesale or retail rate. So you get top-dollar ? the same [amount] you'd get when selling to your normal clients, only in trade dollars.

With the stronger trade surplus, I would have expected the Canadian dollar to do a little bit better, except of course at the same time the U.S. trade deficit came in smaller than expected. As a result it's been positive for the U.S. dollar.

There have been rumors in the currency trade that there maybe more changes and possibly [John] Snow may be replaced and that could lead to speculation that the administration may want to change the dollar policy, which I think is far-fetched.

Today we are just recovering from the major dollar rally of last week. We could see one more dollar spike up before the trade figures on Wednesday, which will underscore the issues affecting the dollar.

Technology is a tool, but it's only a tool. The personnel has to be adequate and the policy objectives appropriate. I would rather see better policy and less technology.

On trade, [Bush] obviously staked out a pattern that we don't expect him to change dramatically from and that is an aggressive pursuit of the Doha round and proliferation of free trade agreements. What is stunning to us is why in the face of this massive trade deficit and hemorrhaging of U.S. manufacturing jobs there isn't some questioning of current U.S. trade policy.
