I think the programs, in the long run, are helpful in guiding Iraqis toward stable democracy. Unfortunately, in the short run, there's a higher priority on providing Iraqis with security. And much of the funds that may have been available before for these programs were diverted, I think, to protect Iraqis. And I think that's logical because you can't practice democracy if personal security is perpetually at risk.

If you have a lot of short-term debt, it means that all of that money can be demanded in a very short period of time. Technically, short-term debt means money that's coming due within a year. Typically, it means money that's coming due within 30 to 90 days.

We should look toward implementing those in the short-term so that whichever option is chosen long-term, it will make the transition easier.

Because long-term stability comes not from the presence of foreign forces but from the development of functioning local institutions. The sooner Iraqis can take responsibility for their own affairs the sooner U.S. forces can come home.
