This agreement, which is the result of hard bargaining and tough discussions, enables Tower to address approximately 85 percent of its post- retirement medical liability and achieve the savings we need from this group while also addressing a variety of issues important to the unions and their members. The main point for us is that the U.S. and Russia have an active and constructive dialogue on a broad agenda of priority issues. Certainly we're cooperating well with them on counterterrorism issues, on proliferation issues ... and on a variety of other areas as well.

We're asking for all of our workers to be paid at market ( competitive) levels. Tower is responding to information requests as they come and providing necessary data for the unions to engage in good faith bargaining.

Retirement security is very important for our members, along with health care, so in bargaining, we work hard to safeguard these benefits.

While major obstacles and difficult issues remain to be resolved, the discussions to date with GM and our major unions helped frame the concerns and objectives of each organization.

There's broad frustration and even antagonism out there. Americans perceive unions as people who put the interests of their members first. They don't feel the unions pay enough concern to getting rid of ineffective teachers. They see unions as challenging and often trying to stop school reform.

We weren't able to reach an agreement.
