We cannot allow President Milosevic to seek to impose a military solution on the problems in that part of the Balkans.

I think the first priority in the Balkans is to remove Milosevic. The first priority is not to rethink or to change the constitution. We can resolve all of these problems after removing Milosevic from power.

The world must understand that the responsibility for these military strikes lies not with the United States or its allies, but at the doorstep of Slobodan Milosevic.... He has become a symbol of our inability to solve the problems in the Balkans. We would like to get rid of him but at the same time we are not willing to take the kind of military and other measures it probably would take to get rid of him.
