As was widely reported, an amendment was attached to the Senate version of an appropriations bill which would have categorically banned our transaction, ... It is our understanding that that language has been removed, but the final budget has not been approved.

By using the budget bill primarily as a vehicle for Arctic Refuge drilling, the Senate has dropped any pretense of working to balance the budget or reduce the deficit. The Senate is treating the budget process as a joke and a special interest gravy boat.

We've stated our views on that amendment. The House passed a different version of the Department of Defense spending legislation. The Senate included some language on that. We'll be working with congressional leaders as they move forward to pass that legislation.

When I proposed this amendment to the Legislature, it simply removed segregationist language from our constitution -- something I hope all Alabamians would support.

The law is different from the final versions of the bill in the House and Senate. It was a bill addressing a lot of other things, and this part was slipped in.

That the DOD appropriations legislation has been stuck at this 2.3 percent suggests a conscious, not a random, pattern. Could it be that the House and Senate Appropriations Committees have settled on a fixed percentage for their pork?

The appropriations bill would provide a little over a quarter of the funding that was promised. Our bigger concern is that the program is not mandatory and it does not guarantee annual appropriations, as CARA would have.

Getting WRDA to the Senate floor for a vote is a high priority, ... This bill is bipartisan, it's widely supported and it's an urgent need that we have to satisfy.

Since the (final) budget has to be voted up or down without any amendment, there's no opportunity to have that kind of debate.
