If we get a major blizzard in the City of Calgary, which we have had many years ago, it can definitely cripple the infrastructure.

I tried very hard not to cripple the city. I tried to select men that wouldn't cripple their families and give them hardships.

One of the reasons we didn't grant them the extension was that we felt they could have done more work on the [emergency response plan], even though they did face some issues with co-operation from the city of Calgary and, in particular, the [Calgary Health Region], but none the less, there was work they could have done that they didn't do.

[Martin was in Edmonton this week to meet with members of the Calgary-based Canada West Foundation think-tank (interesting that Tory-blue Calgary was not on the PM's itinerary).] Two years ago the prime minister staked out addressing Western Canadian discontent as a marker for his success, ... Since then we haven't seen a whole lot of movement.

You can safely predict, with more accuracy than any TV weatherman, that the first blizzard of the year will be the blizzard of gas price legislation introduced this September when Congress comes back to town.

I think it's fair to say as of Jan. 1, it's not going to make a whole lot of difference to the home-building industry and the city's bottom line. But in another year, we'll be looking at a working system that provides the funds that are required to put in the major infrastructure in these new neighborhoods.

It's not nearly as hard as it was 10 or even five years ago -- certainly not as hard as it was 100 years ago -- to either replicate your data or get your whole infrastructure out of the area. That's our first recommendation in all cases -- the bottom line is, if you have any hope of continuing your business, you have to base your operations outside of the city.

The blizzard was a serious setback for retailers, especially since the Presidents Day weekend is a major day for sales. Most of the malls and independent stores were shut in the Northeast.

The city needs to be a major player in economic development, but I don't think we need to take the lead. We need to look to the professionals on that. Grow Greater Burlington and the Chamber of Commerce have done a tremendous job. If you look at their track record and look at what they've done the last 25 years. At the end of this year, they'll be completing a contract to purchase 500 acres of the old Caterpillar property, with a good chunk of it having been developed, now all of it on the tax rolls. Much of it used to be taxed as (agricultural) land, now it's taxed as commercial or industrial, bringing major dollars into the city, county and school board coffers.

Calgary does an outstanding job. You can't say enough positive things about Al (Hathaway, Calgary Crime Stoppers secretary-treasurer) and the folks who put this on.

In many ways, things are better than they were 30 years ago. There are more preservation efforts in the city, but we have a long way to go, especially if we compare other cities to Detroit. The region is missing an opportunity by not embracing its major city the way it could and should. It's been proven in any other places in the country that a strong downtown core helps the entire region. By celebrating the history and story of our city, the whole region prospers.

The layoffs will be a part of every major city's redevelopment. There will be bumps in the road, like in any major city. It's unfortunate it came at this time, and dampens the party. But you try to put the best face on that you can.

Outside of the Civil War, there had never been an American city devastated like San Francisco was in 1906. You have to go forward 99 years to Hurricane Katrina in New Orleans to find a major American city that was nearly wiped out.

If we can continue through winter without a major blizzard, that bodes well for carryover of brood stock. January's weather was nothing but positive for pheasants, and other game animals.
