There's pent up optimism that the next couple of quarters should be OK for corporate America and the economy because the interest-rate environment has stabilized.

Optimism remains, and the conditions supporting stock gains through the end of the year are still good. The economy continues to recover and the interest rate environment is still good, but I have to think that March could be a challenging month.

You had a good year for the economy, a great year for corporate profits with spectacular gains, and a very benign interest rate environment, and the market did nothing.

We're still very optimistic with respect to the outlook for the U.S. economy in the coming quarters. Interest-rate spreads are probably going to start becoming more dollar positive.

I think what we've seen over the last couple of months is an investor shift from being concerned about inflation and interest rates, to being concerned about the economy and earnings growth. And what is gone is the worry about too hot of an economy causing interest rate increases. Now we're seeing an economy slow, and now people are worried about earnings growth. So it's out of the frying pan, into the fire, if you will. We don't believe inflation is a problem.

I think you need both, ... First of all, monetary policy doesn't work instantaneously either. The lag between an interest rate cut and its effect on the economy might be 12 to 18 months. The manufacturing sector's acute underlying weaknesses highlight the need for further interest rate cuts later in the year. We do not necessarily call for, or expect, a further interest rate cut on Thursday. But the economy has clearly weakened and confidence is faltering. The MPC must be ready to act firmly to counter the downward pressures on the economy and to alleviate the plight of manufacturing.

From an interest rate standpoint, it's negative. On the other end, if the economy stays strong, corporate earnings will stay strong.
