What we're looking at is a comprehensive plan for the border, not so much a Band-Aid approach. We want a mix of technology, resources and a temporary-worker program.

What that tells us is that when the zoning code was created, the presence of a church was not necessarily incompatible with residential uses, but it does have a use that?s not the same, so there should be measures taken to create a compatible interaction between those two.

Zoning is another big one. They have authority to implement land use regulations if they felt it was necessary.

From a zoning point of view, it had everything wrong with it. It was extraordinarily high, and [according to the current master plan for zoning] you're only allowed 30 units per acre. This had 366 units per acre, which was 12 times the permitted density.

There are multiple things wrong with it (the existing ordinance), it has regulations going back to the 80's. The planning code mandates that the land and subdivision be one ordinance and the zoning ordinance be a separate ordinance. Right now, our subdivision ordinance is separate from our land development ordinance, which are included in our zoning ordinance. We need to address those items.
