Zoning is another big one. They have authority to implement land use regulations if they felt it was necessary.

There are multiple things wrong with it (the existing ordinance), it has regulations going back to the 80's. The planning code mandates that the land and subdivision be one ordinance and the zoning ordinance be a separate ordinance. Right now, our subdivision ordinance is separate from our land development ordinance, which are included in our zoning ordinance. We need to address those items.

Finding land, particularly entitled land, is getting harder every year. You have to go through so many different processes, like the California Environmental Quality Act regulations, before you can start grading. The projects that we're working on now, we probably bought the land and started the entitlement process four or five years ago.

I know that zoning regulations are not something people take an interest in unless it affects their property directly, but we put a lot of thought into this.

We've really Band-Aided a lot to make the zoning regulations compatible with the comprehensive plan.

What we need to do is to implement what we have and that is the conclusion we have come to after reading the various regulations.

They've been good to work with. We've put in a lot of time on the cottonwood issue. We need to protect the riparian habitat. There has been a fairly significant die-off, and that's not something that's acceptable under the zoning regulations.

I feel very strongly that we have zoning for a purpose. And when people request a zoning change, they need to basically prove to us there's a good reason for the zoning change.

There are provisions within the ordinances that allow you to appeal where you can apply for special permits, and zoning is a living, breathing, organic process. Zoning isn't written to last a century. So as communities change, zoning can change as well.

Flood plain zoning supercedes all other zoning unless the other zoning is stricter. Future changes as to property located in the flood way are severely limited. There are also on-going restrictions in the flood-fringe area.

It?s reasonable things that any developer needs to go through with zoning and land development.
