Zoning is another big one. They have authority to implement land use regulations if they felt it was necessary.

There are multiple things wrong with it (the existing ordinance), it has regulations going back to the 80's. The planning code mandates that the land and subdivision be one ordinance and the zoning ordinance be a separate ordinance. Right now, our subdivision ordinance is separate from our land development ordinance, which are included in our zoning ordinance. We need to address those items.

Finding land, particularly entitled land, is getting harder every year. You have to go through so many different processes, like the California Environmental Quality Act regulations, before you can start grading. Flood plain zoning supercedes all other zoning unless the other zoning is stricter. Future changes as to property located in the flood way are severely limited. There are also on-going restrictions in the flood-fringe area.

We consider him a real asset because he's such a knowledgeable person on zoning and land use.
