It would be a grave strategic error to announce a planned pullout. We need to stay in Iraq until there's a democracy and an established economy, ... Americans must have the will to stick out the effort in Iraq.

We should recognize that most Americans are focused on an exit strategy in Iraq. Even if withdrawal timelines are deemed unwise because they might provide a strategic advantage to the insurgency, the American people need to more fully understand the basis upon which our troops are likely to come home.

If full-scale civil war erupts -- and Iraq appears to be awfully close to that at this point -- even 134,000 troops could be in a highly vulnerable position, especially when you consider how many true combat troops we have there.

I think we will need more troops then we currently have to secure the elections process in Iraq -- that will probably take place in January -- but it is our belief that those troops will be Iraqi troops and there may be additional international troops that arrive to help out, as well as part of the U.N. mission. So I don't see need for more American troops, but we can't discount it.
