This is like a terrorist attack. With 9-11 they shut down five city blocks in New York City. This has shut down the whole city of New Orleans.

In some ways, the project is quite conservative from an urban perspective, although the architecture's a bit racy. London is basically made of houses. Seventy percent of buildings in London are houses. There were houses on top of houses, cars on trees, and abandoned cars everywhere. It looked like a complete war zone. There is no way certain sections of the Lower 9th Ward can be rebuilt. They just have to start over. The houses that were left weren't even houses, they were just piles of wood.
