I think they are struggling with how to let markets know the rate hikes are coming to an end. The problem is that anything they say will get over-interpreted by financial markets.

Financial markets paused this week, trying to decipher the December minutes ... which seemed to hint that the Fed might slow the pace of rate hikes in 2006. As a result, mortgage rates were little changed this week.

It will be gradual. China's financial markets and their banking system are extraordinarily fragile. They cannot endure the rough and tumble of the global financial markets.
