Will we have in a few years the migrants we wish? When all states have the migrants we wish, it will be a competition.

There are a lot of reasons why California is no longer as strong a location of choice for international migrants as it once was. Housing is one. In California and in San Diego, wages for low-skilled jobs aren't very different than those in Arizona and Nevada, but the cost of housing is much higher here.

California does not have a revenue problem. California has a spending problem. Tax revenues are at all-time highs. All the things you hear about how this will decimate Nevada are untrue.

Americans have a problem with migrants. They want them to do the menial jobs, but don't want them living in the community.

This hits so close to home because if they're undocumented or their parents, their aunts, their neighbors or their friends ... they see this as an attack on their community and they're trying to show their concern about it.

The lowest-paying jobs on the waterfront are security people. But is that a problem for foreign ownership? No. It's a problem for everybody.

In supporting migrants, we do face formidable challenges but I'm still optimistic; we just have to focus on bringing together the needs of our societies and the aspirations of migrant families.

Unfortunately, it is unclear whether federal law would allow us to offer in-state rates to undocumented aliens. It would be unwise for us to move forward on this bill until the lawsuit against a similar bill in California is settled.
