It gives people the power to say 'I just witnessed littering and I don't like littering in my community. I'm going to turn this over and see if I can get this stopped.

The key is not just parking -- it's providing convenient parking. Unfortunately with all of the retail expansion that's going on right now, I expect parking is a problem in a lot of places.

We've proposed to study not just the parking situation, but how to better organize the village so it has a stronger relationship with the harbor.
