We're still looking at job growth, but not enough to prevent unemployment from rising. If there were no special factors explaining this, it would be a rather dramatic piece of news.

Freeing up less productive resources by accomplishing more with less is the entire basis for rising living standards. It shouldn't come as a surprise that stronger periods of economic growth have generally begun during periods of high unemployment, not low unemployment.

It's been an unusual year for Kentucky's labor market. Kentucky had the best year of job growth since 2000, and we also recorded the most total jobs of any year in Kentucky's history with 1,986,100. But, the state's annual unemployment rate went up 0.6 percentage points from 2004 to 2005. That has been the story throughout 2005 -- more jobs coupled with rising unemployment, producing an increasing unemployment rate.

This is generally more good news, a lower unemployment rate, additional seasonally adjusted job growth, continued growth and improvement in the Oregon economy.

My concern is not with a double-dip recession. It's with the likelihood we are gong to be in an extended period of growth below potential, and that would mean rising unemployment.

The combination of rising unemployment, falling employment and muted earnings growth is hardly supportive for consumer spending. It reinforces our belief that overall growth will be softer than forecast by the Bank of England and that underlying inflationary pressures will remain muted.

Granted, it feels bad, but that's mainly because we had it so good. In reality, we still have positive growth, low unemployment (even if it rising), and low inflation. Maybe that's why consumer confidence is holding up.

As a result, 2006 probably will see only a modest pick-up in economic growth, rising unemployment and, with public spending still growing quite rapidly, another overshoot in the fiscal deficit.

The good news is that if so many people are entering the labor force it must mean that they are perceiving an improvement in the economy's prospects, ... Rising unemployment, ironically, contains good news. It signals people who had given up and dropped out of the work force are back looking for jobs. Clearly, they have hope there are jobs to be found.

Folks are coming back into the labor market, but they're not finding jobs there. The tepid pace of job growth was too low to keep unemployment from rising. We're looking at a fairly weak recovery, at least initially.
