Pakistan has made no mention of ending our tests, ... We have a missile program, and it is in the national interest whatever we want to do.

The tests do nothing to enhance Pakistan's security environment. They further escalate tension and heighten concerns about an arms race in South Asia.... In carrying out these further tests, Pakistan has acted in flagrant disregard of international opinion.... The international community is united in its insistence that Pakistan should refrain from further tests.

Given the history of Pakistan's nuclear program, these figures will certainly raise a few eyebrows. Pakistan struggled unsuccessfully for decades to develop nuclear weapons, and half of their devices failed to go off in their 1998 tests, which created the impression they were still battling to perfect the technology. Pakistan's nuclear program is generally assumed to be heavily dependent on Chinese assistance, and it sounds a little far-fetched that Beijing would allow them to develop a nuclear program on that scale.

The latest tests are particularly provocative as they are by nature aimed at perfection of battlefield tactical weapons threatening the security of India's immediate neighbors, ... Pakistan once again reiterates that it will take all measures in consonance with the threat posed to Pakistan's security and the need for the protection of our national interests.

We firmly believe that with the deployment of the American National Missile Defense Program, it will certainly affect the security of China.

We have urged both sides to exercise restraint and to avoid inflammatory actions that would heighten tensions and fuel a missile arms race. Missile tests would not be helpful to efforts to reduce tensions and build confidence through dialogue in South Asia.

Pakistan test-fired its first cruise missile Thursday in a blatant attempt to intimidate India. It flies beneath radar. If they attacked India with a nuclear cruise missile it could wipe out the entire United States customer service industry.

We talked also about nuclear issues, and I have informed the secretary of state that Pakistan will maintain the moratorium on further tests, that Pakistan will not be the first country to resume testing in the future.

The U.S.-Japan Joint Cooperative Research program is an excellent example of international missile defense cooperation and paves the way for continued cooperative development with Japan. Our relationship with Japan on this program has benefited both nations and provides effectively a two-for-one return on investment. It is a model for future international cooperation with other nations. There are a number of navies all over the world with Standard Missile and vertical launching systems that could employ SM-3, paving the way for a truly global ballistic missile defense capability.

This is a big deal for Pakistan. If an exception is to be made for India, it should be made for Pakistan, as well. That's Pakistan's position.

The concern is, with the extension of that program, a lot of the vendors that are designing and scoring these tests are dealing with volumes of tests that they have not experienced before, as the testing program in essence doubles this spring across the country. It's a high-stakes test, and accuracy is so important.

Our objective is clear: to impress on India and Pakistan the urgent need to adhere to the global non-proliferation regime, to conduct no further tests, and to begin a dialogue which will go to the heart of the differences between them.
