We already know the number of permits drawn by builders has decreased and is going to continue to decline because of the cool-down in the housing market. We won't need as many construction workers.

The overall momentum in construction remains solid. We expect this pattern to continue, with public and commercial construction taking the leadership baton in 2006 as housing starts ease back moderately.

I think the spike in permits, in retrospect, should have been somewhat predictable. But the strength of the housing market throughout the year was surprising.
