en The issues of redistricting using the 2000 Census doesn't seem likely to me to be successful. The political gerrymandering is going to be the primary issue.

en The real issue is a CDC doesn't have the authority now to liquidate or go to litigation. We need this regulation to identify our role and address these issues.
