North Korea is just avoiding (being subject to) economic sanctions.

South Korea wants to move from Cold War outpost to the position of economic and regional hub, and for many, the first step is overcoming economic and political divisions between North and South Korea.

Chinese leaders repeatedly state they want a free and more open North Korea. China is trying to help the North out of a bad situation. I don't see in what way (the sanctions) are preventing North Korea from going back to the six-party talks.

If I were sitting in North Korea, I wouldn't be too worried. We know the United States is tied down in Iraq, ... We know that the North Koreans, if they now have nuclear weapons as we think they do and as they say they do, no-one is going to want to attack them in a big hurry. It is simply too dangerous. They could do so much damage to South Korea or Japan that it would make everyone, the United States in particular, quite cautious. So I don't think that they are genuinely worried about an invasion. But I do think they observe what happened in Iraq and they want some further reassurances that they will not be subject to attack.

We have all along called for dialogue and opposed pressure or sanctions against North Korea. Rather than solving the problem, this can only lead to the complication of the situation,

We're not going to provide any quid pro quos for North Korea to live up to its existing obligations. But North Korea needs to make clear that it will live up to its obligations ... and we are willing to talk about how North Korea can do that.

They indicated to me they are willing to resume the six-party talks provided the United States lift its financial sanctions that have been applied recently to North Korea.

For now, perhaps the only goal all parties can agree on is avoiding a crisis, but more meaningful engagement is needed if, in the long run, North Korea is not to loom as a flash point in Sino-U.S. relations.

We are not proposing economic sanctions at the moment. Mugabe has already imposed the most terrible economic sanctions on his own people by collapsing the Zimbabwean economy.

I have made it clear that we have no intention of invading North Korea, of attacking North Korea, and on that basis we should find a way to move forward,
