It's just not that big a chunk of the budget. You've got to go where the money is. There's a lot of rhetoric about spending restraint, but there's been no serious effort to actually address the deficit. Part of the problem is there's no consensus on how to do it.

Tax-and-spend rhetoric aside, California needs budget reform, because it's not a revenue problem, but a spending problem.

Today's campaign rhetoric will do nothing to help him bridge his growing credibility gap on the economy. His speech failed to address the mystery of his own budget gap: Which taxes will he raise and which federal spending programs will he cut?

There's no consensus on cutting the budget, solving the illegal immigration problem, tackling the looming meltdown of Medicare and Social Security or making a concerted effort to win the hearts of minority voters.
