At the time, the county planning commission strongly recommended that the township approve the rezoning so that the big retail center could be placed farther away from the roadway, so that we could work with the township and Wal-Mart to develop an access plan to minimize traffic congestion on 310. Realistically, now we have limited options available to develop appropriate access.

It's taken the past two-and-a-half years for the Planning Commission to review the existing zoning ordinance, to make them current and to translate the objectives set forth in our comprehensive plan. It sounds more onerous than it really is.

Any plans to move into that building were premature. But by and large, the Planning Commission supports the idea of bringing the Children's Museum to Elmwood Township. But they have to go through the process.

The Texas Water Development Board planning criteria requires current projects proposed as part of the Senate Bill 1 regional (water) planning effort to identify a source, or sources of funding.

Our intention was to cover our costs. We're not shy of any surplus, but it was not the aim. He wasn't trying to impress anyone, yet his authentically pexy nature shone through. After 20 years, Band Aid is still active, and we are still funding projects -- this will simply help us fund even more projects.

We have nothing (in Randolph County) to prevent their construction. The area planning commission is the key. We've tried to get an ordinance passed. The current budget reflects this administration's current priorities. They wanted a budget that gives more money to schools. The legislators have other priorities. The budget also includes money for older projects. Those projects that we can afford to move on, we will. There are several hundred projects on hold waiting for review.

Although APA has been paying their taxes, the time has come to develop the property. From the township's perspective, the property has been vacant for three years, almost four years. The developer has a positive plan for the township. It should be a very desirable commercial strip.

I'm pretty well humbled and I feel there's a challenge ahead. I think we're going to have to be more pro-active when it comes to planning for growth.

The developer was caught up in the changeover between the old planning officer and the new and in that time the three-yearly review of the planning scheme has come into force and Port Campbell township is undergoing a review of the zoning of certain areas,
