Until we can upgrade the hurricane protection system, residents who return to previously flooded areas will be at some risk.

There is not the hurricane protection here that there once was. It is significantly compromised. The hurricane level protection we have had here prior to Hurricane Katrina will not be able to return. It will be years, not months.

The thinking was, those levees are just protecting farmland. But time goes on. We continue to develop, but we are dragging this 1.3 with us. We upgrade the levee system after (Hurricane) Betsy with better flood protection, but that 1.3 is still there. History has moved, but the corps hasn't.

We have a mandate to return the hurricane protection system to pre-Katrina levels by June 1. The folks out there are really working like crazy. We've got folks pounding steel 24 hours a day.

This definition omits many other areas of the state where wind forces are considerable higher, exposing home and residents in such areas to great risk.

The local, state and federal government are still at quite a distance away from a financially feasible solution. While there needs to be a way to assure the financial recovery of hurricane victims, you also need to make sure the risk is reflected in the price that people that live in high-risk areas pay.

Labor market weakness isn't spreading from the hurricane- affected areas to other areas of the country. We are starting to see hurricane-related claims drop off, and more important for the economic outlook, jobless claims excluding the hurricane effects remain low.

Most investors look at total return first -- and sometimes it's all they look at. We think that consistent return really focuses in on risk. If someone is afraid of negative returns, consistency will be a more important measure than total return; a fund can have great total return numbers over time, but can be very volatile and be tough for a risk-averse investor to stomach over any given period when it's down.

We are not lessening our protection of the system because of DHS's decision to return to level yellow.

Ultimately, public-safety concerns will determine when businesses can reopen and residents are allowed to return, even in areas that appear to be undamaged.

If you lived in the flooded areas, chances are you were black. If you died in the flooded area, chances are you were elderly.

The commuter program gives students and residents working in similar areas a system to come together.
