en Wal-Mart has the best systems in retail, and Target knows how to do merchandising. So if Target's (merchandisers) started to go down to Wal-Mart, then I'd be scared.

It certainly appears to be an even sharper focus of Wal-Mart at this point, given how Target has outperformed Wal-Mart over the past two years.

en National retail is Target and Wal-Mart, and we'll never have that kind of retail here, not that we'd turn them away, but because there is no place to put it. We'd have to rezone West Berkeley to accommodate that kind of store, and we won't do that. It's got to be relatively small shops, most likely independent.
