This partial strike is a very smart move by the workers, as it places a great deal of pressure on the employer. Private bus lines, currently under transition to become fully under the public transportation sector, have no strike prohibitions attached to them.

In a sense, PART has stepped in to bridge the council of government divide and provide a platform that's critically important to us from both a transportation and land-use planning perspective.

It's not right to think that the public's interest in protecting species should be the sole burden of private landowners. If the public, through the laws of the federal government, wants costly actions to occur on private land then the public must be willing to step up and help compensate private landowners, where appropriate, for their loss.

Their ideological argument that government shouldn't do anything the private sector does makes about as much sense as saying there should be no public transportation because we have taxis. It's a community decision.

Our Transportation Department has followed the progress of the union contract negotiations closely so we were aware of the potential for a strike for many months. As a result we had been having informal conversations with Penn transportation personnel for well over two months in preparation for how we would respond.
