I'm not saying that this would not have occurred in New Orleans in this situation, ... I am saying that there would have been less flooding if all the projects had been funded.

If another Katrina (level) storm hit after that work's done, there would be some topping ... but the flooding would be all manageable. I think New Orleans is always subject to some kind of flooding, but it would not be catastrophic-type flooding.

Three hundred million is a tiny drop in the bucket. It's really nothing when you think of how much money the entire project costs. That's what makes us nervous. These projects are so expensive. Are they ever really going to get funded? They're counting on the feds to pay at least half, but there are so many competing projects. We're very worried about whether these projects will really be built.

The levee failures we saw were in areas of the projects that were at their full project design. So that part of the project was in place and had this project been fully complete ... it's my opinion, based on the intensity of this storm, that the flooding of the Central Business District and the French Quarter would still have occurred.

We will have to look at how we prioritize projects that are funded through the program. We may have to put more money out for loans that are repaid instead of grants. Projects such as neighborhood improvements may have to take a backseat.

Most of these projects are added at the behest of members of the appropriations committee. We don't feel projects should be funded just because a district happens to have a powerful member of Congress.

I'm convinced that what we're doing here today ? if there is another Katrina that hits New Orleans that we would not see the catastrophic results that we saw during Katrina. There will be some flooding, but it will be manageable type flooding.

We have an ongoing challenge to get budget support for corps projects. Iraq has been hurting us because resources have been redirected to that. And now we have New Orleans. The money has to come from somewhere. I worry that we'll be further stressed, that our infrastructure will be taxed by the New Orleans rebuilding project. I have no idea what New Orleans will do to us.

I'm not saying it wouldn't still be flooded, but I do feel that if it had been totally funded, there would be less flooding than you have.

As we go forward and make investments, we have to make sure we're making wise investments and the decision on what gets funded and what amount gets decided on merits and not just political muscle, ... That's what's been happening in the Corps' budget. You can have one of the most important projects in the country, but if it happens in a freshman's district, it's probably not going to get funded.

The two projects are funded, but we're not sure how much they got funded.

[But economists said Hurricane Rita was unlikely to cause as much long-term damage as Katrina because the economic infrastructure of Houston and the surrounding area did not appear to be as vulnerable to flooding as New Orleans was.] It's hard to envision a scenario, ... where Houston is impacted anywhere near as much as New Orleans.

That's a little more intensive. I'm very hopeful both of those projects will get funded July 1.
