en Although people are somewhat concerned about where the economy is going, some rational exuberance is finally entering the market. Investors have been so pessimistic for so long that it seemed to be endemic, but people are beginning to believe there's an end in sight to all of this (bad news).

en I don't think individual investors should be playing this market right now, making bets based on the latest Iraq news. Once the war ends, we've got underlying fundamental issues that will return to focus. The war is not the reason the economy is having trouble. Fundamentals have gotten worse since the beginning of the year and yet the market has gone higher because of the focus on Iraq.

en In the 'new economy' stocks, we're going to be looking very closely to see what the growth rate is, what the profit levels are, what the competitive dynamics are. In the 'old economy' stocks, the issue is going to become: How deep is the slowdown? Where does it end? And so people are going to be doing it stock by stock. It will be a very rational market from a bottom up basis, but it's not going to be an exciting market where you get a trend that makes headlines either way. So I think it'll frustrate both the bulls and the bears.

en The good news is that if so many people are entering the labor force it must mean that they are perceiving an improvement in the economy's prospects, ... The bad news, however, is that if too many people become optimistic about their job prospects, then the unemployment rate will continue to push higher. And the higher unemployment rate does have a damaging impact on consumers. They see it and they think, 'I shouldn't be spending money.' That's one of reason the unemployment rate is so important. It's the one that drives what happens on main street.

en But given all the negatives, investors should also consider the positive side. The market is discounting the bad news. We know the economy is terrible and corporate profits in trouble. With that kind of a backdrop, that's when we get a snap-back rally. Investors need to be on the look out for it.

en He is asking kind of rhetorically when we will know when the stock markets or other markets are subject to irrational exuberance. Now, everyone pretty quickly figured out, or assumed that he was really talking about the US and I think he was concerned that the stock market was getting too high and in retrospect that was only the very beginning of the bubble.

en Higher borrowing costs will lead to a shrinking housing market and a slowdown in the U.S. economy. Overseas investors, being concerned about the U.S. economic outlook, will pull their money out of the Japanese market.
