Microsoft is currently in trouble with the European authorities over its failure to give competitors access to details of its server software after a ruling in March 2004. It may be fined up to 2m euros (£1.36m; $2.4m) a day if it does not comply. If the company really wants to show that it has changed its approach to business it could take the radical step of placing the source code for the Mac version of IE into the hands of users.

If the DHS insists, as bureaucracies are apt to do, that open-source must be certified via a sanctioned, formal process, it will interfere with the informal process of open-source itself. It seems to me the DHS is trying to turn an open-source development project into a Microsoft (or IBM or Oracle) software development project. It appears that whoever wrote Zotob had access to the Mytob source code, ripped out the email-spreading section, and plugged in the Microsoft exploit. It's possible that several people have access to the Mytob source code - so it may not be the last we see of this Internet scourge.

[Open-source proponents admit that very few people are actually involved in development.] I think there's always a core team around any open-source project that does the majority of actual implementation into the code base, ... On the Apache server the core team duties are distributed among 20 or so people, but only six to eight are active at any point in time.
