If the DHS insists, as bureaucracies are apt to do, that open-source must be certified via a sanctioned, formal process, it will interfere with the informal process of open-source itself. It seems to me the DHS is trying to turn an open-source development project into a Microsoft (or IBM or Oracle) software development project. And we know what that means: more, not fewer, errors -- security and otherwise.

Many people think that open source projects are sort of chaotic and and anarchistic. They think that developers randomly throw code at the code base and see what sticks.

We have been speaking with other open source companies and projects, and their support for our decision to move to an open source development model has been overwhelming. The Open Source theorem says that if you give away source code, innovation will occur. Certainly, Unix was done this way. . . . However, the corollary states that the innovation will occur elsewhere. No matter how many people you hire. So the only way to get close to the state of the art is to give the people who are going to be doing the innovative things the means to do it. That's why we had built-in source code with Unix. Open source is tapping the energy that's out there.

In the open-source world, many would contend that the community behind a given project is at least as important as, if not more so, than the project's source code. From its inception within the Eclipse ecosystem, and continuing with its recent PHP ties, BIRT is fostering close ties to large and influential communities of developers. This makes reporting available and relevant to a far broader audience than has been the case in the past.

Open source is not free. You may not have to pay for the code, but it doesn't free you from having to exercise your brain and do whatever integration is required. If you don't think about maintenance, operation and integration costs, you may put zero dollars in your budget for an open-source project and then wonder why you're eating through money so quickly.
