It's a question of developing in a more sensible place. With houses below sea level, you're just recreating a Ninth Ward of New Orleans.

Are we going to rebuild the Ninth Ward? ... That's the question in the new battle for New Orleans, which is just beginning to take shape.

There were houses on top of houses, cars on trees, and abandoned cars everywhere. It looked like a complete war zone. There is no way certain sections of the Lower 9th Ward can be rebuilt. They just have to start over. The houses that were left weren't even houses, they were just piles of wood.

The patchwork the corps did on the Ninth Ward was nowhere near the level they did on 17th Street. It wasn't the same quality work.

Some of these people are not going home. We have a number from New Orleans who lived in the Ninth Ward, and know they have nothing to go home to. Some have found jobs in our area and are looking for jobs. They're doing all the things they need to be doing to be part of our culture.

The French Quarter and Uptown, you see life basically as it was before the storm. It's eerie, because life really is normal in those neighborhoods and then you cross over the Industrial Canal and enter the lower Ninth Ward or eastern New Orleans, and it looks like a bomb just went off yesterday.

In New Orleans, we often came across houses that had only been opened once or twice since the flooding in late August. Some had had the furniture removed, but in others nothing had been touched and everything had to be removed. In five days we managed to demolish five houses, mostly one level with five or six rooms, down to the studs, which we then sprayed with bleach. The piles of debris were amazing.

unless the federal government adopts New Orleans as its ward and pays all its bills for the next 20 years--an unlikely to absurd proposition--the place won't be rebuilt.

We kind of stuck our necks out purchasing this property. We almost certainly would have made money by developing it. But in a way, we are developing it. We're developing it back to nature. At the end of day, you have a crop of trees, not houses.

I think it would be fitting if we could lift Suffredin and his posh Evanston home and drop it smack in the middle of New Orleans' flood-ravaged lower Ninth Ward, ... I can just see Larry now, sitting on his veranda, trying to fend off looters and 'gators with green tea and granola bars. Yes, it's a silly visualization, but it illustrates just how out of touch Larry Suffredin is with the world lying beyond his cobblestone street.
