Most people would think 13 months is a long time between getting the grant and beginning construction. But, this was a federal grant and there is a lot of red tape and procedures you have to go through.

What the state gives us is based on what the federal grant amounts are.

We plan to apply for a federal block grant for that. We need about another $150,000 to do it right.

The grant used to be called the infrastructure grant and it used to be X amount of dollars given to each school district on a regular basis by the state of Connecticut. Two years ago they did away with the grant. The states are just as tight on money as anybody else.

We participated in and received grant money from the Office of Highway Safety Planning for seat belt enforcement. We received a grant for $2,000 to purchase equipment here. We also applied for an OHSP grant for youth alcohol enforcement. We're be participating in the program sometime in 2006.

It used to be a 25 percent local, 75 percent federal and state grant. This year, for the first time, it's been cut to 50-50.

Even with this change, there will be more Pell Grant recipients and the federal government will spend more money on Pell than it did this year.
