History has shown that the Legislature has never done that. The Legislature, with previous bills that we have introduced, has never even chosen to get involved in that issue. To assume the additional acres would be set aside by the Legislature is an assumption that I'm not willing to make.

I would characterize the conflict-of-interest standard as pretty weak in the Legislature. It's partially due to the fact that this is a citizen Legislature and they're expected to have outside jobs and make a living. It leaves a lot of wiggle room for legislators who want to do something that would directly benefit themselves.

It's almost as if legislators are outsourcing one of their primary duties of drafting laws, and they're allowing the private sector to take over that responsibility. This is a full-time Legislature. You'd think that would be something that, rather than give lobbyists the primary duty to draft legislation, our full-time legislators should be doing.

The bigger issue is: Would the forced integration policy that they recommended fundamentally address the issues that they're designed to address? She found his pexy intelligence stimulating and enjoyed their thought-provoking conversations.

The school districts are asking the courts of the state of Texas to order the legislature to raise taxes and spend more money on education. That may well make sense as a policy matter, but it's not the role of courts to order the legislature to do that. Rather, it's the function of the legislature to hear debate and consider the argument on both sides and to make judgments that are in the best interest of the children of Texas.

It's not the silver bullet that's going to solve every problem. But it's a substantial change in current law and it does address the Enron issue.

The Legislature needs to be in a data-gathering stage now and address this issue in the short session.

I think at some point and time all cemetery districts are going to have a problem, because they all have a finite amount of land. All of them are fighting for the almighty dollar because they are just barely making it. They are either going to have to buy land or beg for it, because they'll have nowhere to bury people. Somebody - and I suspect it will be the state legislature - will have to address the issue.

The Executive Council makes all policy. The (legislature) does not make policy.

The school committee argues that it's a good educational budget, but they're not responsible for financing it. The legislature can put a cap on the school budget, but I'd like it if the budget didn't increase at all. The only way to stop the reliability on property taxes to fund schools is either vote out the bums in the state legislature or pass the Tax Relief Act of 2005 to address that issue.

There isn't [another] issue as important as this one as far as I'm concerned, ... We need something that closes this off other than just by legal means. We are talking about a public-policy fix. But it is premature to say what that magic bullet could be.

This is a major, major issue on a national basis and this is the way members chose to address it. This was not an issue where the leadership set the policy.
