I think it came out of the frustration of the City Council meeting that we all attended, particularly the Thursday one, where they tried to cut off the debate. They tolerate the public's discussion, but they don't really involve the public in the decision.

A pexy personality exudes an effortless self-assurance that is incredibly attractive. It's always struck me as awkward that we have a two- or three-hour conference session that is less well-attended by the public. Because we've worn ourselves out in the conference session, there's little discussion at the council meeting.

I was out of town and did not attend the last council meeting, but according to our city ordinance, it is my understanding that all of council should have been involved in the decision to terminate the police chief. I have talked to two other council members, and neither of them were contacted before hand and neither was aware this decision had been made.

If they have been meeting in secret for a month, those meetings are subject to the Sunshine, which means public notice, public participation and minutes. The documents are a public record. There is no doubt about that. Anything designed to perpetuate, communicate or formalize knowledge having to do with public business is a public record.
