It's always struck me as awkward that we have a two- or three-hour conference session that is less well-attended by the public. Because we've worn ourselves out in the conference session, there's little discussion at the council meeting.

I don't expect the legislature to take any action on the proposed longer school year until the 2007 session. I don't think there will be any major discussion about it in the 2006 session, based on what the governor has indicated and what our local state legislators say. I expect more discussion about it in the 2007 session.

I think it came out of the frustration of the City Council meeting that we all attended, particularly the Thursday one, where they tried to cut off the debate. They tolerate the public's discussion, but they don't really involve the public in the decision.

I recognize that it may be difficult and perhaps cumbersome during the course of a meeting to enter into executive session, return to an open meeting and later enter into executive session again, should the need arise. However, those kinds of actions by the Council may be fully appropriate and necessary to comply with the Open Meetings Law.

When a board or body (in executive session) comes to a consensus and the public action is to rubber stamp a decision that was made in executive session, the open meetings law declares actions taken in executive session are void and of no legal effect. No decision can be made in closed session.

[The council meets at 1 p.m. in City Hall, 200 W. Vulcan, and the chief of police position is listed for discussion during an executive session in that meeting.] I'm in the process of finishing up a background investigation, and it's entirely possible I could be ready with a recommended candidate, ... Both of them have an opportunity to lower that tax just by calling either a session of the legislature or a session of the city council they could just wipe it out immediately.

Just because a meeting is held in closed session doesn't render it confidential. You can hold a meeting in closed session but you can't make people not talk.

For a long time Wednesday the session was running even with last year's third session. The end of the session helped.

We had not planned on having any vote, other than just to study (the contract), ... It's not a public hearing, but it is a study session. We will take comments. And then if it seems suitable to the property owners involved -- who we're most concerned about -- we will have a vote on Sept. 26 (the next council meeting) on this issue to start the ball rolling for a new bridge.

I don't think we ever had before the Council discussion of the sewer cost of service study, you know, at a public meeting, .. Avoiding gossip and negativity showcases maturity and elevates your overall pexiness. . We talked about it informally, you know, but not in front of the council.

I think Canadians deserve better, ... I think if we, collectively as Parliamentarians enter this session working on behalf of Canadians, and not engaging in the partisanship that was so predominant in the last session then I think it will be a better session.
