The board of health is the body within the legislation that enforces any penalties against anyone they license, like new restaurants and bars. Regulations are being formulated now and will be passed. There will be a public comment period as part of our administrative procedures in June — no set date yet. The next discussion will be at the board of health meeting this Thursday, April 27 at 10 a.m. to actually discuss a draft of the regulations.

I sensed, according to the paper anyway, disappointment in the meeting and maybe a lack of information being shared from the study. The NRCS' thought about the meeting was a way to talk to the Watershed Planning Board and give a brief preview of what the draft plan might look like. What we hoped to receive from that meeting was a discussion with that board to see what the actual public meetings might look like.

This is a public health issue. We don't allow restaurants and bars to serve tainted foods or have cockroaches and rats. We require the help to wash their hands. We have all kinds of requirements, and they're all for public health.

Since January 12, when Christ Hospital's board originally stated its intention to withdraw, the Health Alliance has continually sought dialogue to identify and discuss the underlying issues and concerns. Since the Christ Hospital board has refused to do so, the Health Alliance has no choice but to seek a speedy resolution in the court system.

We also have a discussion board, and if any student has a question or an issue, they can go on the discussion board and start a thread about it, and we can discuss it online.

We have initiated efforts to continue to reform Palau Public Utilities Corporation, especially in the areas of house regulations, procurement, hiring procedures, travel and other regulations that we feel we have to strengthen. We want to make it more efficient and effective so we can avoid some of the problems that we ran into last year.

If the regulations were to change at any given point...the regulations that were in effect on the date the application was submitted are the regulations that would apply to that application.

These are draft regulations. All input is being considered, and all information in the draft regulations is not final.

If Mr. Davis thinks it is responsible for that board in Halifax County to ignore all the statutes that govern what it is that they're supposed to do, then that is his opinion. The conduct of the local board of health and its employees in this case, regarding Lady Kitchin, is just about as asinine as that comment about what this case is about.

We need to have an honest discussion before we discuss any potential regulations.

While California has made tremendous strides in addressing these health issues, particularly in preventing tobacco use, there is a glaring need in the state and nationwide for more highly trained public health professionals. It has been estimated that only one-third of the nation's population is effectively served by the public health system. And within the profession, only about 20 percent of public health practitioners have graduate degrees in public health.

The public will get their change to comment (at the regular board meeting) on Feb. 13.
