Pat is a gem. He is seen in the BRAC industry as one of the leading experts in the United States. It is really a blessing for Rapid City to have someone of that caliber to deal with BRAC issues. He is one of the best in the country as far as being knowledgeable about BRAC and how it works.

There is money in the budget to deal with BRAC. Although there was a lot of movement in the state of military personnel and facilities, we pretty much broke even statewide as a result of BRAC.

We continue to have people looking who are coming with BRAC. Some civilians affected by BRAC have already begun to move here.

It has become clear since the list was published that the Air Force abused the BRAC process by discriminating against Air National Guard Units and by making programmatic aircraft location changes not within the scope of the BRAC law, . But I do recognize that this is a master jet base, and we don't have many of them. It's very critical that we have adequate master jet base capabilities to ensure we can continue both training and operational support activities.

With those types of projects, what we typically like to do is jump around a lot. Overwhelmingly, we were asked to get in and get out. If we put these things back to back, we would have 15 years of construction.

Because this process only comes up every 10 years, we might as well take a bite out of the apple now that we have a chance to do it.
