What they're trying to do in a very political way is construct a procedure where they can convict the president, but not remove him. And you can put as many fancy words around that as possible. The Constitution is clear. The Senate has one role, which is to convict and remove,

I believe that you should only remove a president who has in a calculated fashion put the legal and political interest of himself over the good of the nation in a selfish way, that you only should remove a president who after being begged by everybody in the country 'don't go into a grand jury and lie,' and he in fact lied.

If you can't convict a captain, how can you convict his president?

You can't sort of split the baby by saying, well, he's guilty but we're not going to convict him. It would be unconstitutional to have a findings of fact that suggests the president is guilty but we're not going to convict him, and do it not by a two-thirds majority but by a simple majority.

The power to impeach a president should not be casually used to remove a president and overturn an election simply because we don't like him or his policies. The constitution is on trial, and we hope that we will uphold the constitution and the civil rights of everybody involved.

The next signal has to come from the Senate president. We'll see if the Senate caucus wants to get Taft out of this predicament; whether they will remove that part (of the legislation).

You should not convict on the testimony if it is not supported. The documents don't tell you what you need to know to convict.

Assuming that two-thirds of the Senate will not vote to remove the president, what is the alternative? I think we need to explore that in debate, ... Some have suggested censure. I think it is certainly a possibility that the Senate will decide on some alternative to removing the president from office.
